Message	for a % of my money back (maybe 50%) and say I'll do it myself. I think you are right about it being a band-aid. If it looks that wavy, isn't it more likely that the base coat was laid down like that as well? I guess if they shot it again with a clear coat as you said, and then worked it down, it may be okay.
